Charities Unite to Call for Learning Disabilities, Autism & Neurodivergence Bill


Down’s Syndrome Scotland has joined forces with five other leading charities to call on all Scottish political party leaders to commit to introducing the Learning Disabilities, Autism & Neurodivergence (LDAN) Bill in the first legislative programme after the 2026 election.
The joint letter, signed by Down’s Syndrome Scotland, Enable Communities, National Autistic Society Scotland, PAMIS, Scottish Autism, and the Scottish Commission for Learning Disabilities, highlights the disappointment felt by communities after the proposed Bill was not progressed during the current parliamentary term.


Why this matters:
Over 850 people responded to the initial consultation, with many sharing personal stories and experiences in the hope of seeing real legislative change. The proposed LDAN Bill had received cross-party support before the May 2021 elections, giving hope to communities that systemic inequalities would finally be addressed.


What we’re asking for:
The charities are calling on all party leaders to include a commitment to the LDAN Bill in their manifestos for the upcoming 2026 election. This would send a clear message that addressing poor outcomes and inequalities for some of Scotland’s most marginalised citizens remains a priority.


We believe there is strong cross-party support for this legislation and will continue to advocate on behalf of our members and the wider Down’s syndrome community in Scotland.​​​​​​​​​​​​​​​​
